The vote

1. The Advantages of the Electronic Voting

The advantages of the online voting are now obvious to most of the citizens pronouncing themselves in different opinion polls in favor of this additional way of voting :

- An easily used system from your home or from your office desk
- A totally secure and anti-fraud system where you can express yourselves in perfect confidentiality
- A tested impact on the spectacular increase of participation
- The best really usable and the fastest way of voting for disabled people or citizens living abroad
- A reduced cost allowing increased participative democracy
- A very important source of information on matter of politics and citizen democracy

2. A protected vote

EUSV use an authentication on several levels, analogous to the one used by financial institutions and online brokers.

The voter is authenticated by the juxtaposition of his elector number with his personal information, pre-defined and known only himself.

The identity of the voter and his vote is separated from the elector's computer in two different databases. This measure guarantees the anonymity of the vote. To avoid all fraud, the vote system annul the pin-code once it has been used, and this prevent any possibility of cheating.

It is not necessary to download software for using our system of online-vote.
All security solutions that are used are within the industrial norms and accounts with the great number of plat-forms that are available today.

An intrusion detection software (IDS) is used to control the network activity. This software is designed to detect any unusual activity within the system or the application. The ISD filtrate and block this unusual activity in order to avoid that it interfere with the election servers.

All the election servers is protected against any attack by a software firewall. The election website is observed 24 hours, 7 days out of 7, all intrusions are diverted even before it has succeeded to erase, destroy or even modify the election results.

3. Who can vote ?

Important note :
All the students ( EU and non EU ) are allowed to vote, submit a list or candidate to the elections if and only if they possess a EU student card valid for the university year 2001-2002 ( EU student card meaning each student card delivered by any Higher Education Institution of the European Union states : Universities, Colleges, Grandes Ecoles etc ).

Students who possess a Student Card of a higher Education establishment in the European Union, that is valid for the current University Year Students can vote from any computer that has an Internet connection.

Other case 1 :
If you are a student and you are not living in an EU member country: YOU CANNOT VOTE. HOWEVER, if you are located in a territory that is not an EU member county, you can participate by creating a presentation of the project, from a perspective outside the EU.

Other case 2 :
You are living in the European Union, but you are not a student: YOU CANNOT VOTE. HOWEVER, if you are a professor or a member of a European higher education institution, you can become a member of the University Partners Network or Student Communication Network.

Why can only students in EU-countries vote ?
The vote is restricted to students in possession of a student card from a European Union higher education institution because the whole project is centred on European Union higher education policies. It includes nevertheless all foreign students studying in the EU as they are a significant component of the European Union higher education.

4. How can you vote ?

If you have a Student Card of a higher education institution in the European Union, that is valid for the current University Year, you can register directly online from the February 1, 2002. The student cards validated by the higher education institutions before the election.

To insure the security of the vote, the students will receive by e-mail a personal identification code and a password, necessary to access the secured election web site during the 14 days of elections.

The online election will take place 9-23 May 2002. During 14 days, the students can use any computer to vote in security, only by entering the address, sent by post with the identification codes, at their web navigator.

Equipped with their personal code and password, and after the authentication by our system, the electors can access the secured election web site and vote for one of the competing lists.

5. When ?

The Election Schedule :

A. Voters List :

- Opening of the registration : 1st of February 2002 at 00h00
- Closing of the registration: 20th of May 2002 at 24h00

B. Pre-Campaign Process :

- Presentation of a pre-list with 5 candidates from at least 3 countries : before the 22nd March 2002

C. Official Campaign :

- Submission of the definitive lists (15 candidates of at least 5 countries): at the latest 2nd April 2002
- Opening : April 8th 2002 at 00h00
- Closing : May 23rd 2002 at 24h00

D. Elections :

- Opening : May 9th 2002 at 00h00
- Closing: May 23rd 2002 at 24h00
