VISION EUROPE 2020 :
Contents which throws the traditional European visions up-side down

On June 17th, 2002, the think-tank Europe 2020 launched publicly the first European political project developed by the generations born after the Treaty of Rome: 14 concrete proposals designed to reform the European construction, entitled " Vision Europe 2020 ". Fourteen strategic and operational proposals to build an effective and democratic European Union in the course of the next two decades, developed on the basis of three years of work, which involved over 10,000 citizens, national and European civil servants, experts, students, NGOs… The document was widely distributed in June 2002 towards European political leaders, heads of State and Government, members of European and national Parliaments, and members of the Convention on the Future of Europe; a distribution which has triggered a large debate at the highest level of the EU, already resulting in the emergence of a number of new official proposals regarding the future of the EU.

Newropeans Democracy Marathon : An event without precedent

A democratic debate on the future of Europe is a coherent and organized event, wihch ought to ask simple and concrete questions on what we expect from tomorrow's Europe. It should also be an open debate, enabling to get free from the ancient decisions made 50 years ago, from the preferences of today's Brussels bureaucrats, and from all national fears. Being innovative and citizen-based, the 14 proposals of " Vision Europe 2020 " offer an ideal basis to fuel the debate with all those European citizens who wonder " Where is Europe going? " and who have ideas on some possible answers to that question.

For these reasons, together with numerous members of the Europe 2020 and Newropeans, the coordinator of " Vision Europe 2020 ", Franck Biancheri, has agreed to animate personally a debate based on the 14 proposals, to be held in 100 European towns located in 25 different countries, between October 2002 and June 2003. A physical and intellectual challenge at the scale of this new Europe we must now organize.

In July 2003, a new version of "Vision Europe 2020", integrating comments made by the citizens in these debates and on the Internet, will be published, distributed and officially presented in the framework of the closing congress of the NDM operation : the Congress "Newropeans 2003".


THE DEBATES " Where is Europe going ? "

The entire network of partners and contacts of both Europe 2020 and Newropeans is mobilized, and new partnerships are being developed, around the organization of the 100 debate-conferences. The model-format of these conferences is the following :
Duration : 2 ½ heures
Progress:

. 10 mns : Introduction by a representative of the partner-organisation
. 40mns : Presentation of the " 14 proposals " by Franck Biancheri and 1 national member of the Newropeans network
. 20 mns : Comment by 1-2 national speakers
. 50 mns : Debate with the audience
. 30 mns : Press-meeting

Average number of participants : 50-100 people
