| Newropeans
is a trans-European network open
to all citizens of the European
Union wishing to contribute actively
to the democratisation of the
European Union. Newropeans was
established on 23 June 2005,
as a political movement without
any national level of organisation
in order to promote democratisation
of the European Union, notably
with a view to participating
in the European elections of
2009 and 2014.
This charter defines the reciprocal
rights and obligations between
Newropeans on the one side, and
its members and supporters on
the other side.
Article 1: The Fundamental Principles
of Newropeans
All individuals
wishing to join or become supporters
of Newropeans must have read
and understood the Statutes
of Newropeans and the Newropeans
Manifesto (both available on
the internet portal of Newropeans)
and accept that they are in full
agreement with them.
Article
2: Membership of Newropeans
Newropeans
draws its strength
from its members and supporters,
who join by paying a membership
fee, and signing the current
Charter.
Joining as a member confers
the right to vote in the
general assembly of Newropeans,
either
directly in person, or by
electronic means, in conformity
with the
statutes of Newropeans.
All individuals joining Newropeans,
as a member or as a supporter,
exclude any possible adherence
to civil or political organisations
whose ideas and behaviour
may be xenophobic, anti-democratic,
or illegal, all of which
by
their very nature are opposed
to the
democratisation of the European
Union which Newropeans is
seeking to bring about.
Article
3: Utilisation of the name
Newropeans
The name Newropeans is the
property of the association Newropeans.
The use of this name by members
and co-ordinators of local
or
issue specific networks of
Newropeans is authorized in the
framework
and spirit provided for by
the Newropeans statutes.
Signature of this charter prohibits
therefore all use which could
be contrary to the ideas and
political action of Newropeans
for the democratisation of
the European Union, or contrary
to
the laws in force in the Member
States of the European Union.
In particular, a member who
is a candidate for local, regional
or national elections one of
the Member States of the European
Union cannot use the name Newropeans
in the campaign. He or she
can
mention privately, however,
like any citizen, his or her
status
as a member of Newropeans.
Article
4: Membership Fees for Newropeans
Membership of Newropeans
is subject to the payment
of an
annual membership
fee by credit card on the
web site of Newropeans,
of which
25% may be destined for
a local or issue specific network
designated
at the moment of signature.
The amount and exact methods
of payment
of this membership fee
are
fixed by the General Assembly
of Newropeans
(see Membership Form).
Article
5: The Functioning of Newropeans
Newropeans is a movement that
is totally integrated on the
European level, without any national-level
structures. Its unity of action
on in the whole of Europe is
guaranteed by the trans-European
Steering Committee, in the framework
of the general guidelines laid
down by the general assembly,
the Agora:
• The
Agora brings together the
members of Newropeans, all
of whom are nationals of one of
the member countries of the
European Union;
• The Steering Committee, elected
by a list in the Agora, is
made up of members from several nationalities,
in conformity with the statutes
of Newropeans.
Article
6: Voluntary Nature of Newropeans’ Activities
The activities of Newropeans
are based on the principle
of volunteering. Members are invited
to participate actively in
the collective life of the movement
through a local or issue
specific network (see the list on www.Newropeans.org).
The local networks of Newropeans
seek to promote the ideas
of Newropeans in their town
or
in their region, by organising
events,
such as information meetings,
conference-debates, educational
seminars etc …
The trans-European issue
specific networks of Newropeans
seek
to develop and enrich the
contents of Newropeans’ political
programme.
As may be needed, certain
members may be given operational
or
representational functions
by the Agora, or the
Steering Committee of Newropeans.
Article
7: Supporting Activities for
Newropeans
Supporters
do not have a right to vote nor
do they have access
to the members’ Intranet
of Newropeans. They may participate,
when invited and under certain
conditions, in events organised
by local or issue specific networks
of Newropeans. Supporters receive
information by email, or by post
on a regular basis.
Article 8:
Exclusion of a Member
The exclusion
of a member who has breached
the principles
laid down in this charter
or the statues of Newropeans
is
determined by the Steering
Committee of Newropeans.
This decision is notified
to the member and takes
immediate effect. The excluded
member
is
deprived of his or her voting
rights, and of any representational
or organisational role that
he or she may have been
given. However,
the excluded member has the
right to make an appeal
to the next
Agora, which will confirm
or reject the decision
of the
Steering Committee, in
conformity with
the statutes of Newropeans.
