I am in favour of a reform of the Protocol and indeed have made a proposal to the Convention to that effect.

One aspect of the reform would certainly be to remove 'civil servants' from their present privileged judicial status. However, Commissioners, like MEPs (and ministers) must continue to have immunity for (non-criminal) litigation for their words and actions in the conduct of their office.
