1. Yes the EU Consitution can
serve as a fisrt implementation
towards democratic functioning-
we are still far from it
2.leave the referenda out and
let the democraticly chosen
parliaments decide. these are
better informed and one does
not run the risk of a government
frustration vote' not judging
the Constitution but a national
element
