1 Yes, Because the Constitution provides the basic framework for a Future "federal state". If a majority says Yes, then it means that they subscribe the idea.According to the Western countries' basic tenet of democracy that immediately follows. Every one recognizes that, so far, the European constrution has not been an exercise in full democracy. The time has come to move into that direction.

2. Solid commitment by all leaders, but particularly from those carrying more weight, that a Yes to the constituion will imply a subsequent and immediate movement towards implementation of government procedures according to democratic rules and changes in institutions so as to render them compatible with fully democratic processes.It should be made clear that a Yes to the Treaty would be followed by a request by the European Council for a White Book with the needed changes to pursue in that direction.
