A new society
for promoting
the development
in a rural transbordering
area. TRIURBIR
is a new society,
constituted
upon the Council
Regulation (EEC)
n 2137/85, of
25 July 1985
(Official Journal
1999, 31/07/1985).
TRIURBIR is
composed by
3 cities : Plasencia
and Càceres
(in Spain),
and Castelo
Branco (in Portugal).
They form a
triangle where
the territory
and the population
have got the
same problems
: low economic
development,
high desemployment
rates, low income…
With this new
society we have
already prepared
and executed
some transnational
programs, that
rely on the
collaboration
among the inhabitants
and politicians
from the 3 cities.
We also have
designed some
projects to
apply for some
european initiatives
and programs
(INTERREG, FEDER…)
2) The special
participation
of citizens
in the process
of decision-making
It is very important
the participation
of citizens
in TRIURBIR
because the
citizens have
got a vote,
and this vote
has got the
same value than
the Mayor's
vote.
The structure
of the executive
Council of TRIURBIR
is :
Each one of
the 12 members
has got a vote,
and some of
the most important
decisions must
be taken by
unanimity ;
so the citizen
speaker vote
is really important.
It's a really
innovating way
of citizens
participation
in politics,
because the
inhabitants
from each city
are the ones
who elect their
speaker, and
this one is
completely independent.
With this new
European society
the citizens
participate
direclty in
the development
of their territory.
