L'Union
européenne représente
aujourd'hui un tiers du
commerce et de l'économie
mondiale. Elle est de
facto un acteur majeur
du monde du XXI° siècle.
Mais l'Union européenne
découvre seulement aujourd'hui
qu'elle a ce statut et
qu'il va lui falloir l'assumer.
L'UE succombera-t-elle
à la tentation de la volonté
de puissance comme presque
toutes les nations qui
la composent l'ont fait
dans les siècles passés
?
Ou au contraire, essaiera-t-elle
d'inventer un rôle, des
finalités et des instruments
d'action extérieure à
l'image de ce qu'elle
est : une entité politique
multinationale d'un nouveau
genre ?
Comment ses partenaires,
et en premier lieu, les
Etats-Unis réagiront-ils
à ces évolutions ?
Comment l'UE saura-t-elle
traduire vers l'extérieur
le processus profondément
novateur qui l'a fondée
il y a 50 ans ?
